CONSTITUTION AND RULES - 2007-2008 1. Title 1. The League shall be called the West of Scotland Youth Football League (the League) and shall be affiliated to the Scottish Youth Football Association (S.Y.F.A.). 2. Objectives 2. The object of the League shall be to develop Youth and Children’s football in the area so as to: i) Improve the standard of skill ii) Develop sportsmanship in competition, and, iii) Promote self discipline and physical fitness among club members 3 – 15 Membership 3. Membership shall be in two classes, full and associate member. Only bona-fide clubs meeting on at least one evening per week will be eligible for membership of the League and all players in games organised by the League must be bona-fide members of one member club. The games shall be for players - Age 8 Age 9, Age 10, Age 11, Age 12, Age 13, Age 14, Age 15, Age 16, Age 17, Age 19 and Age 21 respectively on or after 1 January of the appropriate year (that being the 1st of January immediately preceding the commencement date of the current season). Games in respect of Ages 8, 9, 10, and 11 shall be seven-a-side, and, in respect of age 12, shall be eleven-a-side and shall be termed development football and shall be trophy free. The term Club is defined as meaning each team in membership of the League, except in terms of voting rights at General Meetings whereat, the term Club shall mean the 'Parent Club' (i.e. the governing body of two or more teams affiliated thereto, which are in membership of the league) and each Parent Club shall be entitled to one vote at any General Meeting. 4. All officials and members of each club in membership of the League shall, in fact, be members of the League. They shall be subject to the constitution, and, to any regulations or decisions promulgated by the General Committee, or, by any Standing Committee, or, by the Scottish Youth Football Association, whilst participating in any form of football organised under the auspices of, or approved by the League or S.Y.F.A. All Officials and members must be notified to the League and at no time will any person not declared to the League and checked through the auspices of ‘Disclosure Scotland’ be allowed to act on behalf of the Club in any capacity. 5. Application for membership shall be made annually by each Club on the prescribed form which will require details of all club officials, their football qualifications, club colours and registered ground. All club officials must inform the Executive Committee of any qualifications gained in the current season, within 28 days of the award of the qualification. 6. New Clubs will be permitted to acquire membership of the League till the 1st August in the current season. No further applications for full membership will be considered after that date unless the General Committee agrees and, subject to ratification by the S.Y.F.A. (For the purposes of this article, a team shall not be regarded as a "New Club", if it is part of a Parent Club which has a team in current membership of the League.). 7. New applications will only be heard at the Annual General Meeting, or, at a Special General Meeting held for that purpose. New applicants seeking membership will have details on their application form read out at the meeting hearing the application, and, may be accepted for membership after being vetted by and upon a vote of the General Committee. In the event of late applications, the General Committee may devolve vetting and admission of new Clubs to the Executive Committee. 8. The Annual Subscription for the forthcoming season shall be determined at the Annual General Meeting and payment of these fees must be made to the Treasurer on or before 15th August in the current season. Match Secretaries will not include in their respective League(s) any team which has failed to pay membership fees by the due date. 9. Membership subscription, once paid, will not be returned to clubs withdrawing at a later date, except in exceptional circumstances. The Executive Committee’s decision regarding refund will be final. 10. All member clubs must be controlled and managed by a Committee approved by the League. This Committee must be not less than two in number and at least two members of the Committee should, between them, have current possession of a Scottish Football Association Coaching Certificate of relevant standard and a current First Aid Certificate or Sports Injuries Certificate, or, must obtain such certificates within one year of the Club’s initial acceptance into membership. The names, addresses and dates of birth of such management committee are to be submitted by the Club when seeking membership annually. Any change of club official must be intimated, in writing, to the League Secretary and any subsequent appointment similarly intimated within 48 hours. Clubs failing to properly notify such changes will be fined a sum not exceeding £50. 11. A club which if found to be run wholly, or, in part, for the financial gain of a person or persons (whether or not such person or persons is/are members of the said club) shall not be considered eligible for membership, or , if in membership, such club may have it’s membership withdrawn. 12. All member clubs must keep proper books and records of all financial transactions, and, such books and records, along with relevant vouchers, must be handed over to the relevant Committee for inspection on 48 hours notice, if at any time required. Failure to comply or discrepancies in such books and records shall be dealt with as considered appropriate and may lead to membership being withdrawn at the discretion of the Executive Committee. 13. The Executive and Disciplinary Committees shall have power to require a Club having been found guilty of a disciplinary offence or other misconduct, to submit a good conduct bond of a sum determined appropriate by the committee, to the League all, or part of which, may be forfeited by the Executive Committee in the event of any further misconduct on the part of that Club. This good conduct bond will be returned at the end of each season provided that no deduction from, or, forfeiture of the monies has been imposed by the Executive Committee and that the Club is free of debt to the League. 14. A rule book, containing the Constitution and Rules of the League, shall be available to all member clubs. The Constitution and Rules will be published on the League’s Website. Notice of any amendment to the Constitution shall be circulated to all member clubs. 15. If upon the winding up or dissolution of the League there remains, after the satisfaction of all it’s debts and liabilities any property whatsoever, the same shall not be paid to or distributed amongst the members, but, shall be given or transferred to some other society, institution or organisation having objects similar to the objects of the League, and, which shall prohibit the distribution of it’s income and property among it’s members, to an extent at least as great as imposed on the League under, or, by virtue hereof such a society, institution or organisation to be determined by the full members of the League at or before the time of dissolution and if and so far as effect cannot be given such provisions, then, to some charitable object. 16 - 45 Meetings 16. Except as otherwise provided in the Constitution the management of the League shall be vested in the General Committee which shall comprise the office bearers, representatives from each member club and any individual person, not attached to a Club, co-opted by the Committee to render particular service to the League. 17. Meetings of the General Committee will be called in August, December and March, and, at any other time identified by the Executive, as being essential to conduct the business of the League. A meeting of teams playing Development Football will be held in November and February of each season. 18. The General Committee shall decide the venue for its meetings. 19. All clubs in membership shall be entitled to one representative, who shall be a registered official of the Club at all General Committee Meetings. Voting powers shall be restricted to one vote per club. The Office Bearers and members of the Executive Committee shall be entitled to attend and vote at all General Committee Meetings. The Chairman shall preside at all General Committee Meetings. In his absence, a Vice Chairman shall preside. The Chairman shall be entitled to a deliberative and casting vote. 20. Three members of the Executive Committee together with representatives of ten per cent of the member clubs will form a quorum for a General Committee Meeting. 21 Each club in membership (Full and Associate), must send a delegate who will represent the Parent Club, to every General Meeting. Associate members must also send a delegate to Development Football Meetings. Any Club failing to send a representative to a General Meeting will be fined £10. Persistent offenders will be called before the Executive Committee to explain their reasons for non attendance and may be the subject of disciplinary action 22. The General Committee will appoint, from its members, an Executive Committee comprising the Chairman, Vice-Chairmen, League Secretary, Treasurer, Tournament Convenor, Disciplinary Secretary, a match Secretary for each Age Group 12s - 21s, and additional members as appropriate, who will be responsible for the administration of the League. Voting on appointments to the Executive Committee will be on the basis of one vote per club. To qualify for appointment, a nominee must have served on the General Committee for a period of not less than three years. 23. Other than in exceptional circumstances, a Match Secretary shall not be an official of a team playing in the age group of which he is Match Secretary. 24. Meetings of the Executive Committee will be called as frequently as is required to ensure the effective and efficient administration of the League and in any case not less than once per month (excluding the month of July). 25. The Executive Committee shall decide the venue of its meetings. 26. Five members of the Executive Committee shall form a quorum. 27. The Executive Committee shall have the power to appoint sub-committees to perform particular functions, with all elected and co-opted members being eligible to serve thereon. 28. The terms of reference and authorities of all sub-committees will be laid down on the date of appointment and minuted accordingly. All decisions and transactions of a sub-committee will be reported to the General Committee and minuted accordingly. 29. A Disciplinary Sub-committee will be formed from the Executive Committee and five members shall be a quorum. In addition, there may be present a referee’s representative who may advise on the laws of the game, when invited by the chairman, but that representative shall have no voting power. The Disciplinary Committee shall have power to admonish, caution, suspend, fine, deduct points from, eject from a competition, or, expel any club or member found guilty of an offence and may make any instructions regarding the status of a fixture. Penalties in respect of all offences shall meet with the S.Y.F.A. guidelines. 30. The Disciplinary Committee shall meet as frequently as required to ensure the effective and efficient administration of disciplinary matters. 31. The Disciplinary Committee shall decide the venue of its meetings. 32. The Executive Committee will examine all cases referred to it by the S.Y.F.A. 33. The Executive Committee shall have the power to examine any alleged infringement of the Constitution and Rules of the League or commission by act or deed not covered by the Constitution and Rules and which adversely affects the League or its purpose, by any Club or member and to deal with such matter as it deems appropriate. In doing so, it shall have the same sanctions available, as, are available to the Disciplinary Committee. 34. Any Club appearing before a Disciplinary Committee or Executive Committee under terms of paragraphs 29 and 33 above shall be represented by one official only, unless, otherwise determined by the relevant committee. That representative plus any person invited so to do by the relevant committee e.g. an official observer, will have the right to make a statement. 35. Any member of the Disciplinary or Executive Committee, whose club is involved, in any way, in the case before the Committee under terms of paragraphs 29, 33 or 34, above will retire from the Committee for the duration of the hearing. 36. Clubs, players and officials found guilty of a disciplinary offence shall be notified in writing of the decision reached by the Committee. Any Club or individual involved in a disciplinary hearing may request an extract of the minute of the meeting by sending a written request for same, accompanied by a stamped addressed envelope to The League Secretary, quoting case number and date of meeting. The decision of the Executive Committee acting under paragraph 29 or 33 above shall be final and binding, except, on the direction of the S.Y.F.A, following an appeal in terms of paragraph 61 herein. Any fine levied against a club must be paid, in full, to the Treasurer within 14 days. Failure to pay any fine will cause the club to be debt suspended. 37. All suspensions will commence on the first Friday, which is at least 7 days after the date of the postmark on the written notification of the suspension of the player or official and their club, or where such notification is handed personally to the player or official at the hearing, on the first Friday which is at least 7 days after the date of the hearing. 38. Any match suspension, or part thereof, which remains outstanding at the end of a season, or any extension thereof, must be served at the commencement of the following season. A player or official suspended for a period of time, measured in terms of dates, shall be eligible to participate on the last date quoted in his period of suspension. 39. Any club or club member cited to appear before the Executive Committee or Disciplinary Committee will receive written notification of the date, time, and place of the meeting, not less than seven days prior to the meeting. The notification shall also include details of the allegation which is subject of investigation. The Committee shall have power to deal with the case in the absence of any Club representative. 40. Any club failing to send a representative when either the Club, or one of its players or officials is called before the Executive Committee or the Disciplinary Committee without good cause and which does not notify the Disciplinary Secretary of its intention not to be represented not later than 48 hours prior to the hearing, shall be liable to be fined a sum not exceeding £50 which must be paid, in full, to the Treasurer within fourteen days. Failure to pay will cause the club to be debt suspended. 41. An Annual General Meeting of the League will be held at the close of each season (except where the season is subject of extension) on an agreed date not later than the end of the second week in June of that year for the purpose of hearing reports on the League’s business for the preceding year, approval of an audited financial statement and the appointment of Office Bearers, Executive Committee, Auditors, Sub-Committees, Match Secretaries and Representatives to the S.Y.F.A. for the following year. 42. The date and venue of the Annual General Meeting will be set by the Executive Committee and Member Clubs will be advised of that date and venue at the General Meeting in March of each year. All clubs not represented at the General Meeting should check the local press for details as well as the League Website. 43. The order of business at all Annual General Meetings shall be as follows: (a) Adoption of minutes of the previous AGM, (b) Secretary’s Report, (c) Treasurer’s Report, (d) Sevens Report, (e) Match Secretaries’ Reports, (f) Disciplinary Secretary’s Report, (g) President’s Report, (h) Proposed alterations to Constitution and Rules, (i) election of Office Bearers, (j) nomination of Auditors, (k) any other competent business previously notified. 44. The Executive Committee may at any time for a special purpose call a Special General Meeting. 45. On receipt of a requisition, signed by at least one third clubs of in full membership and stating the business to be considered, the League Secretary shall convene a Special General Meeting within 28 days. 46 – 48 Alteration to Constitution 46. The Constitution may be added to or altered by a resolution passed at an Annual General Meeting, or, at a Special General Meeting duly convened for the purpose, and for the passing of which Resolution at least two-thirds of those present and entitled to vote, have voted. 47. Notice from a member of any proposed addition or alteration to the Constitution to be put forward for consideration at the Annual General Meeting must be submitted in writing to the League Secretary by hand or by Recorded Delivery signed by the Secretary of the proposing Club, and, by the Secretary of the Club seconding the Resolution by the General Meeting of April and all member clubs shall be advised by the League Secretary of any such Resolution received at the General Meeting in May of that year. Where such a Resolution is put forward for consideration at a Special General Meeting called for that purpose (in terms of paragraph 46 above) it shall be submitted as described above and the timescales for submission/notification shall be determined by the Executive Committee. 48. The Executive Committee shall have power to propose additions or alterations to the Constitution for consideration at the Annual General Meeting or at a Special General Meeting for that purpose. 49 – 54 Office Bearers 49. The Office Bearers of the League shall consist of a Chairman, two Vice Chairmen, a Treasurer, and a League Secretary. 50. Each Office Bearer must be an official of a member club or have held and retired from office in a current or former member club. 51. The Office Bearers shall be elected annually at the Annual General Meeting. Retiring Office Bearers shall be eligible for re-election. 52. Each President of the League, on demitting office, shall be eligible to receive a Life Membership, and shall also receive a suitable memento. The General Committee may also award Life Membership and any appropriate memento to any member in recognition of outstanding contribution to the League. 53. The Office Bearers shall be, for all intent and purposes the legal holders of the Cups and Trophies in trust for the League. 54. The General Committee shall determine whether and to what extent if any, an award of honoraria is made to Office Bearers at the end of each season, save as to ensure that all members of the Executive Committee who incur personal expenses on behalf of the League are fully reimbursed. 55 – 64 Administration 55. All correspondence, except team lines and registration forms (which are to be forwarded as directed on the relevant forms), must be directed to the League Secretary and where a reply is required, a stamped, self addressed envelope must be enclosed. In any case, where the League incurs penalty charges upon mail received, or, a stamped self addressed envelope is not sent when required, the Club responsible will be subject of an administrative levy, not exceeding £10. 56. Any correspondence from the League to any of its members, or to any person under its jurisdiction, shall be validly given if posted to the registered Secretary of the Club, or to the person concerned at his or her last notified address. 57. Any club, player, official or other person under the League’s jurisdiction which/who fails to answer a written communication from the League Secretary within the timescale notified will be subject to an administrative levy of £10. Where the failure to reply relates to a case of reported misconduct or to an offence, the case shall be dealt with as determined by the relevant Committee, except as otherwise indicated by the Constitution. 58. Except as otherwise provided in the Constitution the management of the League shall be vested in the Executive Committee. 59. Registered players of member clubs are not eligible to sit on the Executive Committee or its Standing Committees or Sub-Committees. A registered referee may attend relevant meetings when acting as a delegate or to assist the committee with interpretation of the laws of the game. 60. The Executive Committee shall have powers to fill a vacancy occurring on the Executive Committee or on a Standing Committee during the season. In such circumstances, the appointee need not meet the qualification criteria set out in Rule 22 above. 61. The Chairman of each Committee shall be the authority for the interpretation of the League’s Constitution or Rules and shall decide upon any question of interpretation or upon any matter affecting the League not provided for by the Constitution and rules. Decisions of the Executive Committee and its Standing Committees shall be subject of any right of appeal to the S.Y.F.A.
62. The Constitution and Rules of the League shall enable the Executive Committee to deal with all cases of dispute, breaches of rules and matters of discipline, therefore legal proceedings shall not be taken on any matter except with the prior consent of the League. This rule applies to all persons participating under the jurisdiction of the League. 63. The Executive Committee shall have power to consult with and to appoint a qualified solicitor to act on behalf of the League where the Executive Committee considers that such action is necessary to protect the League or its member clubs. 64. All business will be conducted under Standing Orders and those Standing Orders shall be as follows: i) Meetings will commence on the Chairman’s instructions and will be in strict accordance with the Constitution and Rules of the League ii) All persons attending a meeting will sign the sederunt iii) Business will be conducted strictly per the Agenda and under recognised protocol iv) Minutes of each meeting will be recorded and retained by the League Secretary v) Minutes of the previous meeting will be available at each meeting vi) All meetings will be "No Smoking" vii) Only one representative per club will be allowed to vote on any issue viii) All business will be conducted "Through the Chairman" and all members addressing the meeting will identify themselves by name and intimate the Club they represent ix) Representations made to a General Committee by any agency will be made out with the meeting and will be for a maximum of 30 minutes (including questions) x) Visitors/observers will be admitted only on the approval of the Chairman xi) All business will be conducted as expeditiously as possible, with a maximum of 15 minutes allowed for any item xii) The Chairman will have the final decision regarding the interpretation of any Constitutional Matter xiii) No General Meeting shall exceed two hours in duration xiv) Standing Orders can only be suspended on the authority of the Chairman 65 - 67 Accounts 65. The Executive Committee shall cause accounting records to be kept and all accounts shall be passed by the Executive Committee. All cheques drawn on the League’s bank accounts shall be signed by the Treasurer and either the Chairman, Vice Chairman or Secretary. 66. At the end of each current financial year (31st March) all League accounts, where possible, must be paid. The Treasurer shall give a half-yearly financial report to the General Committee and as otherwise requested by the Executive Committee. 67. The statement of accounts and intermissions of the League submitted by the Treasurer to the Annual General Meeting shall have been audited by auditors duly appointed by the League. 68 – 81 Matches 68. All matches to be played under the jurisdiction of the League shall be played in accordance with the Laws of The Game as settled by the International Football Association Board. Guidelines in respect of necessary variations for seven-a-side matches will be circulated by the Executive Committee prior to the commencement of each season. 69. The maximum number of clubs and the size of each league in each age group shall be decided annually at the August General Meeting of each season, (to be known as the Formation of Leagues Meeting). The General Committee shall have the right, which may be devolved to the Executive Committee, to set a limit on the number of Clubs accepted into membership at any Age Group. In the event that the limit is reached and further applications require to be rejected, entry shall be on the basis that existing members (full or associate) shall have precedence over new and non-affiliated Clubs. 70. In any match played under the jurisdiction of the League, all the participating players shall be of the same gender except as laid out concerning mixed gender games as per S.Y.F.A.Handbook. 71. Match days and kick off times for the various age groups shall be as follows: Age 13 Saturday Kick off 1030hrs Development Football Age 14 Saturday Kick off 1030hrs Age 8 Sunday Kick off 1030hrs Age 15 Saturday Kick off 1400hrs Age 9 Saturday Kick off 0930hrs Age 16 Sunday Kick off 1400hrs Age 10 Saturday Kick off 1030hrs Age 17 Sunday Kick off 1400hrs Age 11 Saturday Kick off 1130hrs Age 19 Sunday Kick off 1400hrs Age 12 Sunday Kick off 1030hrs Team managers may agree to make alteration to the timetable and any such alteration must be lodged with and agreed by the Match Secretary not less than three days prior to the scheduled match. Where alteration is requested of an opponent but no agreement is reached, then, matches shall kick off as scheduled in the timetable. Where such an alteration is made without the approval of the relevant Match Secretary, the result may be declared void, the fixture may not be re-cast, and, in a league fixture, no points awarded, or, in a Cup Competition, advancement may not be awarded, should the relevant Committee so decide. 72. Any failure by a Club to fulfil a fixture will be reported by the Match Secretary to the Executive Committee for consideration of disciplinary action. The Club may be levied a sum of not more than £100 and the Executive Committee shall then decide upon the status of the fixture. 73. Every team in a League shall play every other team in that League in a Home and an Away fixture unless otherwise determined by the General Committee. League winners will be awarded 16 x gold medals and runners-up 16 x silver medals. Points will be awarded on the basis - three points for a win and one point for a draw. Where two or more teams have an equal highest total of points at the end of a season, those teams shall be declared joint winners and their club names recorded as such on the trophy. Should member teams in a League, or, the Match Secretary of the League wish to play further matches, then permission must be sought of the Executive Committee, which, if in accordance with the request, shall place the proposal forward for the consideration of the General Committee and a two thirds majority of those present and entitled to vote shall be required to carry the motion. (Only Clubs with teams playing in the League in question shall be entitled to vote on the motion). 74. Any club withdrawing from the League must intimate same in writing to the League Secretary immediately upon taking the decision to withdraw. All league matches in which they have played shall be declared null and void and all points awarded to the withdrawing team and their opponents shall be removed from the League table. 75. Scottish Cup games will take priority over all League games and Cup Ties organised by the League, and, competitive games precedence over development football. 76. Match Secretaries shall cast all games other than Scottish Cup ties and shall give not less than 72 hours notice of any fixture. 77. The results of all matches (including Scottish Cup ties) must be telephoned to the Match Secretary on the day of the match at the time stipulated by the Match Secretary. In all matches involving two West of Scotland Y.F.L. teams, it shall be the responsibility of the home team to advise the Match Secretary of the result. In all other matches (e.g. Scottish Cup) it shall be the responsibility of the Manager of the team playing in the West of Scotland Y.F.L. to notify the appropriate Match Secretary. A Club must notify the Match Secretary of any cancellation of a match as soon as the cancellation becomes known. Failure to do so may render the Club liable to a fine not exceeding £100. 78. Any manager failing to notify the Match Secretary of a result will incur a fine on his Club of five pounds. The fine will be doubled on each subsequent failure. Any manager failing to telephone results on three occasions will be called before the Disciplinary Committee which may, if it deems appropriate, impose further penalty. 79. Clubs may request a postponement of a Cup or League game when two or more of their players have been chosen to play in a Regional Select or District School Select match which is due to be played on the same day as the fixture subject of the request. 80. Clubs failing to release players for representative matches may be subject of disciplinary action. 81. Each team shall be entitled to one free scheduled match day per season. Other postponements may be granted at the discretion of the Executive Committee. In all cases, application must be made in writing to the League Secretary no less than thirty days prior to the date of the fixture subject of the request. 82 – 91 Ground, pitch and equipment etc. 82. All clubs shall have a registered ground, which, must have readily available changing rooms, toilet accommodation and hot and cold water supply, to which all visiting teams and referees shall travel for all games. In the event that a home team’s pitch becomes unserviceable or unplayable and another pitch is available, the Executive Committee, through the relevant Match Secretary, may order the game to be played at that alternative venue. When a match is to be played (with the permission of the Executive Committee) at a ground other that the registered ground of the home Club it shall be the responsibility of the home Club to notify the visiting Club, Referee and Match Secretary of the change. 83. When ground conditions are uncertain due to weather etc., the home Club on its own, may, or at the request of its visitors, will, call an official referee to inspect the ground on the day of the match to prevent the visiting Club travelling unnecessarily. An inspection fee of half the match fee, shared equally by both Clubs will be paid to the referee. The referee shall give a written statement after his inspection. 84. Other than where the ground is closed by a Council, the referee shall be the sole judge of whether a ground is playable and whether weather conditions are suitable. In both instances he shall take into account the age and physical standards of the teams. 85. The dimensions of the playing surface, lines and field appurtenances as laid down in the Laws of the Game and by the S.Y.F.A. in respect of underage football will apply. Mould master and other plastic balls will not be used at any time without written consent from the Executive Committee. The size of ball used shall be: Age 8 - 10 Size 3 Age 11 – 13 Size 4 Age 14 – 21 Size 5 86. Goal nets are desirable but not compulsory. Corner flags are compulsory. 87. Both Clubs shall each provide two serviceable match balls which must be presented to the Referee for inspection prior to taking the field of play. Failure to meet this requirement will result in a fixed penalty of £10 being levied. The visiting Club’s ball should only be used if the home Club’s balls are lost or become unserviceable during the match. 88. The home team shall change strip where team colours are not clearly distinguishable to the satisfaction of the referee. In all matches, jerseys will bear a distinguishing number which shall correspond to the number allocated to each player as recorded on the official team list. 89. Teams participating in a cup final must inform the Match Secretary of the Team Colours that they intend to use, not less than 72 hours prior to the match. In the event of there being a clash of colours, the team which won the first drawn semi-final will be declared the "home" team and the "away" team shall change colours 90. In all matches, the duration of play shall be 90 minutes in the 21s, 19s and 17s, 80 minutes in the 16s and 15s, 70 minutes in the 14s and 13s except as provided for in Rule 92. 91. The duration of play in extra time will be 30 minutes in the 21s, 19s and 17s, and 20 minutes in the 16s, 15s, 14s and 13s. 92 – 103 Players, Registration, Eligibility etc. 92. The registration of players will be as laid out in the handbook of the S.Y.F.A., except for Development Football at Ages 8 – 11, in which case, the League will undertake the responsibility for the registration of players by means of a form provided by the League for the purpose. Each team participating in development football will be allowed to register a maximum of 12 players and where a club has two or more teams at any age group, in which case, registered players may play for any team registered by the Club at the age group for which the player is registered. A player may not register to play at two or more age groups concurrently. An administrative charge of £2.00 will be incurred for every player registered after 30 September in any season (excepting for Clubs taken into membership during the season. 93. If any objection made by a Club to the eligibility of any player who may have taken part in any of the League or Cup Competitions, the relevant Committee shall have power to call upon such a player and/or the Club for which he played to prove his eligibility to the satisfaction of the relevant Committee, which shall have power to deal with the player and/or Club objected to, or, the objecting Club, as it may deem appropriate. Any Club making such an objection must provide documentary evidence in support of the objection. The relevant documents shall include (where appropriate) Match Secretary’s Certificate, Team List, Certificate of Player Registration and Birth Certificate or certified Extract thereof. 94. In all league and cup ties the substitution of players will be permitted in accordance with the following stipulations which must be adhered to: 12s to 17s age groups - 5 substitutes from 5 named substitutes (players having been substituted, may, re-take the field of play in substitution for another player). 19s age group - 3 substitutes from 5 named substitutes. 95. A player who is listed as a substitute but who does not take the field of play at any time during the game is deemed not to have taken part in the match. 96. No club may approach a Registered Player of another Club affiliated to the League to leave that club without prior written consent of the player’s current team manager and this includes direct or indirect approach by word, deed or agent. 97. The Match Secretary shall appoint a referee (who must be on the list of referees of the Scottish Football Association) for every match and each team will supply an assistant referee (who will be deemed an official of the Club), except, for a cup final, where the Match Secretary will appoint a referee and two assistant referees. 98. In all League and Cup matches, and, Development Football matches at Age 12, each team will hand to the referee before the start of the game, two lists on the prescribed form, containing the full proper names, addresses, dates of birth and places of registration of birth of the players in their respective teams, and also the full name of the club secretary and any such persons who may be called upon to act as an assistant referee and First Aider. The part on the team list concerning officials in the technical area shall be completed. Both lists are to be compared and signed by the Referee and one list shall be given to the opposing club secretary prior to the kick-off. No game shall be allowed to commence without team lists of both clubs being completed and signed by the Referee. Any Club violating this rule will be levied the sum of £10. At ages 8 – 11, all teams will complete the ‘Fair Play Award’ team list and forward it as directed on the form. 99. The Referee will transmit the remaining copy team lists to the Disciplinary Secretary within 48 hours of the game being played. 100. Should the official referee fail to appear, the Clubs by mutual agreement may appoint a deputy, who must be on the list of referees of the Scottish Football Association (except, at Age 12 Development Football wherein the Clubs shall agree to appoint a club official to undertake refereeing duties). 101. The referee’s tariff shall be set annually by the Executive Committee and communicated to Member Clubs prior to the commencement of each season. The tariff shall be inclusive of travelling expenses and shall be shared equally by both teams. Each team shall pay their share to the referee when submitting their team lists prior to the match. 102. In all matters relevant to the conduct of the game the referee’s decision shall be final and irreversible. No assistant referee will indicate dissent where their decision is overruled by the referee. 103 – 107 Protests and Appeals 103. A club may play a game "under protest" for the following reasons:- a) Kick off postponed for more than 20 minutes after the scheduled time b) Receipt of conflicting instructions from the Match Secretary, opponents or both c) In the absence of the official appointed referee d) Condition of the ground, goal posts, crossbar or other appurtenances, in that they do not comply with the Laws of the Game In such circumstances team lists MUST be endorsed "PLAYED UNDER PROTEST" - BEFORE THE GAME and the reason stated briefly. 104. Where a game is played under protest, the protesting Club will advise its opponents, and, the Referee, before the commencement of the game and will thereafter submit a letter by registered post or recorded delivery to the League Secretary, within three days of the match being played, and detailing the full circumstances which gave rise to the protest. A copy of that letter shall be sent at the same time in like manner to the opponents. 105. Clubs wishing to lodge a protest for a reason other than as described in paragraphs 103 and 104 above, will lodge the protest in identical form as described in paragraph 104. All such protests must be sent to the League Secretary within three days. For all protests and claims for ties, the protesting/claiming Club must have written proof in respect of their protest/claim. The specific grounds must be supported by written proof e.g. a protest/claim has been properly lodged, a certificate proving that the match was listed by the appropriate Match Secretary and was played, a certificate that a specific player participated in the match or a certificate that a specific player was registered or not registered or that a person was suspended. Where the protest/claim lodged is in respect of the eligibility of a player, it must be lodged in accordance with the requirements of Rule 93 herein. 106. All protests must be accompanied by a deposit of Thirty Pounds which will be subject of forfeiture if the Disciplinary Committee find the protest be of a trivial or frivolous nature. 107. A Club, player or club representative may appeal to the Appeals Committee of the S.Y.F.A. against the decision of the League or Club affecting such Club, player or club representative. Such appeals shall be dispatched to the National Secretary by recorded or registered delivery and in duplicate within seven days of receipt of notice of the decision of the League or Club concerned, and accompanied by a deposit of Thirty Pounds for a player or club representative and Sixty Pounds for a Club inclusive of VAT. This deposit may be forfeited if the Appeals Committee so decides. The grounds for appeal must be specifically stated and if the Appeals Committee considers the appeal frivolous or trivial, the appellant may be liable to a financial levy the scale of which shall be fixed annually by the Appeals Committee. 108 – 111 Penalties 108. Any Office-Bearer, member of the Executive Committee, General Committee, or any other member of a member club, whose conduct may be deemed by not less than 75% of the General Committee present and entitled to vote at a duly convened meeting, to have brought the game into disrepute or not in accord with the objects of this League may be expelled from the League. 109. This League is opposed to the use of prohibited drugs and related prohibited practices in sport. It will take such steps as considered necessary to ensure that players and member clubs or any other person participating under the jurisdiction of the League comply with the S.F.A. Charter Against Doping in Scottish Football. To this end, players of all member clubs may be subjected to random testing and should any such player, club or other person be found to have contravened this rule, they may be liable to have action taken against them by the relevant committee. 110. All dated suspensions imposed by the League, on a member club its officials or players must be submitted to the S.Y.F.A. for confirmation within 14 days of being passed. 111. Subject to the Executive Committee deciding that there is exceptional reason to act otherwise, no cognisance will be taken of any infringement which has taken place over twelve months prior to the date of complaint or report of such infringement. 112 – 123 Cup Competition 112. Entry to all relevant Cups is automatically registered upon acceptance to the League. Clubs may choose not to participate in a Cup Competition. The League Secretary must be notified, in writing, prior to the first round draw for that particular competition. Twenty eight days’ notice of the first round draw of each cup competition will be given by Match Secretaries and the Executive Committee shall have authority to make first round (and preliminary) draws. 113. The Executive Committee shall have discretion to organise Supplementary Cup competitions as deemed necessary relative to all other competitions ongoing in the relevant Age group. 114. Sixteen medals will be awarded to each of the finalist teams in Cup Competitions. 115. Ties will be played at the registered ground of the Clubs which are first drawn in each tie shall except in the case of final ties, which will be played on grounds selected by the Executive Committee. 116 If the tie is undecided at full time, then, extra time will be played as laid down by the S.Y.F.A. If after extra time has been played the tie is still undecided, the tie will be decided by taking of kicks from the penalty mark in accordance with the rules laid down by the International Football Association Board. A final will also be played to a conclusion in this manner. 117. Notification of all cup ties shall be given by the Match Secretary to both Clubs which shall include details of the referee appointed to the tie. 118. All cup-ties must be played on or before the date specified by the Match Secretary, unless there is an acceptable reason, failure to comply will result in the Club(s) concerned being subject of disciplinary procedure. 119. Any club refusing to play the Club, against which it has been drawn, shall be reported to the relevant Committee, which shall take any action deemed appropriate. 120. Any club intending to withdraw from a cup competition must give notice in writing to the League Secretary, relevant Match Secretary and the Secretary of the opposing Club at least seven days before the date scheduled for playing, failing which, it will be reported to the relevant Committee which shall have the power either to compel such offending Club to pay the expenses of their opponents, or to take such action as it may deem expedient. 121. When a tie has not taken place by virtue of any reason by the scheduled date of the next round, the Match Secretary will have power to recast the tie at a neutral venue. 122. At the request of the relevant Match Secretary the Executive Committee shall have power to cancel or suspend a cup competition to prevent a serious backlog of fixtures. 123. Every team taking part in a match at Dam Park, Ayr must provide four ball persons for the duration of the match. Teams failing to provide ball boys will be liable to a fine not exceeding £50 pounds. Only registered officials, who have been checked through the auspices of ‘Disclosure Scotland’, will be allowed in the changing accommodation, or, in the ‘Technical Area’. 124 – 140 Close Season, Unauthorised Football, Match Discipline etc. 124. No match except those played in soccer sevens summer football shall be played between 15 June and 31 July each year without the consent of the Executive Committee. This does not apply to competitions limited to five or less players a side. The Executive Committee has power to exempt any Club, League or Association from the operation of this rule. All matches and competitions shall be completed by the end of the season for which they have been approved. Exceptionally, in the case of unfinished Cup Competitions, special permission may be granted by the Executive Committee for delayed Cup ties to be played after 1 August in the following season. Only players who were eligible to play for the Clubs involved in a delayed cup tie at the relevant time in the preceding season, may play in such cup tie for which special permission has been granted. 125. All clubs and players under the jurisdiction of the League shall not be permitted to stage or play in any match or competition other than those approved by the Executive Committee. Any club, player or club representative taking part in an unapproved match or competition will be dealt with by the relevant Committee. 126. No Club, player or club representative shall be permitted to take part in or be involved in any match or competition, which is not authorised by the Scottish Youth Football Association. 127. Players of Clubs operating under the auspices of the Scottish Youth Football Association, when selected by the Association to take part in representative or trial games or when selected by the Scottish Youth Football Association to take part in international or representative games may not refuse such selection except for reasons of injury or illness or with the consent of the Association. The relevant Committee shall investigate the reasons behind any infringement of this rule in relation to both the player concerned and his Club and may take such action, as it may consider appropriate. 128. Clubs operating under the auspices of the League are prohibited completely from making payment to any of their players for playing. Travelling expenses may be paid, but this should amount to a sum actually expended by the receiving player. Clubs found violating this rule will be immediately expelled from the League. Clubs are also prohibited from offering inducement to any player in return for signing the official Registration form. 129. The relevant Committee shall have power to examine all accounts in connection with any match played under the jurisdiction of the League and to take any action appropriate that is considered necessary. 130. It shall not be permissible in any match involving players of 18 years of age or under played under the auspices of the League for football strips, track suits or other apparel to display the name or logo or brand of a sponsor which can be directly associated with alcohol, tobacco or gambling product or other such advertisement which the Executive Committee shall consider inappropriate to youth football. 131. Clubs are required to take all precautions necessary to prevent spectators threatening or assaulting officials and players before, during and at the conclusion of matches. 132. All past presidents and Life Members of the League shall be entitled to free admission to all matches played under the jurisdiction of the League except when the Executive Committee shall decide otherwise. 133. The home club must take proper precautions to ensure good behaviour. Each Club is responsible to the League for the actions of its officials and spectators. Where it is proved that officials or spectators conduct themselves in such a manner as to interfere with the players opposing officials or spectators or to stop the game or the match is unable to be completed for any unacceptable reason, the relevant Committee shall have power to order the match to be replayed on another ground or to award the tie to either club or to deal with the matter or offending club(s) as it may deem appropriate. (The relevant Committee shall be empowered to impose upon the defaulters any of the sanctions available to it, irrespective of any decision concerning the award of the match). 134. The Executive and Disciplinary Committees shall have power to implement from time to time disciplinary procedures for dealing with reports by match officials relating to incidents and acts of misconduct occurring at a match which is played under the jurisdiction of the League or at other authorised matches which involve a member club. The relevant committee shall also have power to investigate any such allegation of misconduct which is drawn to its attention by any source other than the match official. 135. All disciplinary matters will be progressed by the Disciplinary Secretary to the relevant Committee which will examine the case. That examination, the procedures followed and any penalties imposed will be entirely in accordance with the disciplinary procedures of the S.Y.F.A. 136. Any player cited to appear before a disciplinary hearing is free to play until his case is heard and dealt with. 137. Any player has right of appeal against a caution and such appeals must be lodged in writing to the League Secretary by registered post or recorded delivery within three days of the match concerned (Sundays excluded) accompanied by a deposit of Twenty Five Pounds, which may be forfeited if the relevant committee considers that the appeal is of a frivolous or trivial nature. There can be no appeal respect of an ordering off. 138. All players, whether appearing personally or otherwise and their Clubs will receive, in writing confirmation of the decision of the Committee and where applicable details of the period of suspension, penalty imposed, or, other outcome. 139. Any Club having a player reported on a referee misconduct report or after match report during the Season will be fined two pounds for each yellow card (caution) administered. Any Club having a case against a player subject of a misconduct report or other method of report, which is proven, will be subject of a fine not exceeding £10, and, in the case of an official or supporter, to a sum not exceeding the relevant Scottish Youth Football Association guideline. 140. All trophies must be returned in a clean condition at the General Meeting in March unless required prior to that date. Any club failing to return a trophy at this meeting or returning a trophy unclean will be fined twenty five pounds for each trophy so returned, plus the cost of cleaning and restoring said trophy, by a company appointed by the League for that purpose. 141 -144 Tournaments, Friendly Matches etc. 141. A club must obtain permission, in writing, from the League and the S.Y.F.A. to organise or take part in any competition which is not organised by either the League or the S.Y.F.A. and includes any competition in which not all member clubs participate e.g. five-a-sides, International Tournaments etc. 142. A Club must obtain permission, in writing, from the S.Y.F.A., via the League, to participate in a game, (including friendly matches) not organised by these bodies, against a club not in membership of the S.Y.F.A. 143. Where matches are to be played out with Great Britain, permission must be requested on a form provided by the League Secretary, at least three weeks prior to the departure date and sanction received before any agreement or contract is concluded and no percentage of receipts or any form of payment including refund of expenses, may be paid to any person or organisation arranging such matches. 144. For all Friendly/Challenge matches between member Clubs of the League, permission must be sought by the home club from the League Secretary. All applicants must include a stamped, self addressed envelope for the return of permit. For all Friendly/Challenge matches between member Clubs and Clubs which are members of a different League/Association, permission must be sought by the home Club from the Regional Executive Committee Secretary. All applicants must include the relevant fee and a stamped, self addressed envelope for the return of permit. An official referee must officiate at every Friendly/Challenge match and teams involved must supply the Referee with one copy of their team list and the permission permit, before the game commences.
